Hazardous Waste Fee The hazardous waste generator tax was eliminated during the 2003 Minnesota legislative session. Twin Cities metro-area generators who normally filed Forms HZ1L, HZ1S and HZ1V will no longer file these forms.Instead, the Minnesota Pollution Control Agency will be collecting fees as part of the Statewide Program Fee (SWPF). Metro-area generators will receive a bill from the Pollution Control Agency this summer. (Note: Since the hazardous waste generator tax has been eliminated, there is no longer an April 15 payment due date.)
